Among the highest quality providers of PLR content, PLRpro is a real bargain, in my opinion. Marc and Daniel combine their disparate talents to offer you something I haven't seen on any other PLR site.
First, of course, is the PLR articles – 440 per month, generally very well written and edited, such that they can usually be used "as is" (although March and Daniel suggest that you rewrite them at least 25% and even show you a simple method for doing it.)
Unlike some PLR sites, PLRpro gives you around 20-40 articles in each niche, instead of just two or three articles per topic. They also strictly limit the distribution of the articles, so that they maintain a higher "uniqueness factor" than most or all other PLR sites.
They also give you some nice-looking header graphics, and a cool tool that allows you to install and configure a blog in a matter of a few minutes. In theory, you could log in, grab your articles and header, install a blog, and have a fresh site running in something like half an hour (unless you rewrite your articles, which is strongly suggested, and might take you another hour or two).
My own experience with customer support has thus far been first-rate. Someone is usually available to answer your questions through their live support desk, or responds to emails within a few hours. I had a couple of issues when I opened my account, and they were resolved immediately through the live help desk.
Another feature of PLRpro that I really like is the ability to commission unique articles from their crack staff of writers for as little as $6 per article. By using the standard monthly articles in combination with some unique content, you can maintain a variety of sites at very modest cost.
The bottom line? This is a class operation and a membership that I treasure.
